Article I. IN GENERAL |
§ 15-2. Acceptance of roads, other public works projects.
(a)
The Webster Parish Police Jury shall not accept any roads or streets for dedication in the parish road system that do not meet minimum standards as shown below, developed by the parish engineer, and as set forth in Exhibit "A" and made a part of the section.
(b)
Prior to being considered for acceptance, roads will be brought up to the requirements and standards set forth herein, and inspected by the parish engineer and public works director, and certified in writing by same, before such roads shall be considered for inclusion in the Webster Parish Road Maintenance System.
(c)
All roads and/or other public works projects (such as subdivisions, streets, bridges, etc.) that are to be dedicated to the Webster Parish Police Jury shall be designed by, and the construction of, be supervised by a registered professional engineer in the State of Louisiana. All plans and specifications shall bear the engineer's applicable professional seal and be submitted to the parish engineer and/or agent appointed by the Webster Parish Police Jury for approval before any construction begins. Upon completion of project, the parish engineer shall certify, in writing, that the construction was in accord with the plans and specifications and recommends that the project be accepted.
(d)
The Webster Parish Police Jury may make individual exceptions to the section, provided at least a majority is in favor, and the record shall show that a one time exception is made, each time. Also, this section "grandfathers" in those existing roads that are presently within the system, until such time that the police jury shall consider and make changes of any such roads.
(e)
All public utility systems, such as gas and electric transmission systems, shall be removed or relocated and placed at Webster Parish Police Jury specifications.
(f)
All timber shall be removed from the right-of-way dedicated. The right-of-way dedicated shall be constructed by the Webster Parish Police Jury in accordance with its specifications.
(g)
Any culverts or extra material for placing of culverts for drainage under driveways constructed shall be paid for by the owner of the land adjacent to such driveways constructed.

Ord. No. 884, adopted Aug. 2, 1994, has been treated as superseding former § 15-2 which pertained to the acceptance of public roads and was derived from Ord. No. 792, adopted June 7, 1983. It should also be noted that Exhibit "A" to Ord. No. 884, has not been included herein but is on file and available for inspection in the office of the secretary-treasurer.
