§ 6-19. Pounds.

The federal supervising inspector is hereby authorized to arrange for a system of pound pens, or pastures, throughout the Parish of Webster, the owners of which shall be paid, for maintaining same, not to exceed the scale of fees herein provided [in section 6-17], per diem for the keeping and maintaining of impounded cattle, horses or mules.
