§ 6-17. Seizing, impounding, dipping of infected animals; sale of unclaimed animals.

  • It shall be the duty of any inspector of the Parish of Webster to seize, dip and impound any tick infested cattle, horses or mules found within the borders of the Parish of Webster that are not being systematically dipped for tick eradication; provided, the Parish of Webster shall be entitled to charge the sum of five dollars ($5.00) per head for each head of tick infested cattle, horses or mules so seized, dipped and impounded, and fifty cents ($0.50) per day per head for such animals while same are maintained at the pound pen or pasture; and provided further, that if said animals so impounded are not claimed within five (5) days after being impounded, or if the owner of said animal [or] animals, is unknown, it shall be the duty of the pound or pasture keeper having charge of said animals, or animals, to report this fact to the justice of the peace having jurisdiction of the territory in which said cattle, horses or mules are impounded, and said justice of the peace shall immediately thereafter advertise, or cause to be advertised, the sale of said cattle, horses or mules, said advertisement to be published in two (2) issues of the parish journal. On the day fixed for said sale, which day may be any weekday, Sundays and legal holidays excepted, the constable having jurisdiction of the territory in which said pound, pen or pasture is situated shall sell said cattle, horses or mules at public auction, to the highest bidder, and after deducting all costs and expenses, the balance, if any, shall be paid over to the parish treasurer; provided, that all cattle to be impounded under this [article] shall first be dipped in the standard arsenical solution before impounding and shall be redipped as directed by the supervising inspector of the parish.
