§ 2-42. Number of members; no compensation; terms; etc.

  • (a)

    The commission shall be composed of seven (7) members, who shall be known as directors. The directors shall serve without compensation. The original directors shall be appointed as follows by the Webster Parish Police Jury for the following terms, respectively:

    (1)

    One director who is a resident of the City of Minden nominated by the mayor of the City of Minden as a representative of the City of Minden shall be appointed to serve for a term of two (2) years;

    (2)

    One (1) director nominated by the Minden/South Webster Chamber of Commerce shall be appointed to serve for a term of three (3) years;

    (3)

    One (1) director nominated by the president of the Webster Parish Police Jury shall be appointed to serve for a term of two (2) years;

    (4)

    One (1) director nominated by the City of Springhill shall be appointed to serve for a term of three (3) years;

    (5)

    One (1) director nominated by the Webster Motel Association shall be appointed to serve for a term of three (3) years;

    (6)

    One (1) director nominated by the Springhill Chamber of Commerce shall be appointed to serve for a term of one (1) year; and

    (7)

    One (1) director nominated by the Minden Banking Association shall be appointed to serve for a term of one (1) year.

    In making the appointment, the Webster Police Jury shall have the right by two-thirds vote of the entire membership of the body to reject any nominee in which case the nominating authority who nominated the individual who was rejected shall submit another name to the police jury. At the expiration of the term of office of each respective director, his successor shall be appointed, in the same manner as the director whom he succeeds, for a term of three (3) years. Appointments of successors to directors whose terms will expire in a given year shall be made no later than November first of the year in which such term expires. The expiration date of the term of all directors shall be on December thirty-first of the final year of their appointment. It is hereby further specified that any vacancy in the office of director caused by resignation or other reasons shall be filled for the remainder of the unexpired term by appointment in the same manner as the particular office was originally filled.

    (b)

    The directors so appointed shall elect from among themselves a chairman. The chairman of the commission shall be elected by the board of directors to serve a term of not more than one (1) year with election to be held the first scheduled meeting after the new directors are appointed by the Webster Parish Police Jury. In addition to the chairman, the commission shall elect from the membership a vice chairman, secretary and treasurer. The office of secretary and treasurer may be combined if the commission so elects. The commission may draft bylaws governing its operations and procedures.
