§ 2-43. Budget.
(a)
The commission shall annually adopt a budget of receipt and expenditures. The first budget of receipts and expenditures shall be prepared and adopted by the commission within thirty (30) days after the election of its first chairman, and upon approval of the parish police jury, such budget shall constitute the budget for the remainder of then calendar year. Thereafter, the budget shall be on the same calendar or fiscal basis as budgets of the parish. Each annual proposed budget of the commission for the next fiscal year shall be filed with the police jury by September fifteenth of then current fiscal year.
(b)
The commission may borrow money to pay its obligations that cannot be paid at maturity out of current revenue from the tax authorized herein, but the amount so borrowed shall in no case exceed the estimated income of the commission as shown by the budget adopted prior to that time, and the tax income of the commission, as shown by the budget, shall be dedicated and set aside to the payment of the certificate of indebtedness as they mature.
(c)
The legislative auditor is hereby authorized to audit the books of the commission annually, such audit to be made and completed as soon as practicable after the close of the fiscal year. If such audit is made by the legislative auditor, he shall make a written report of his audit to the commission who will thereupon submit a copy of said report to the Webster Parish Police Jury.
