§ 2-26. Annual leave for employees.
The following rules and policies are hereby declared to be applicable to officers and employees of the Webster Parish Police Jury.
(1)
Full-time employees:
(1.1)
Work week: Appointing authorities shall establish administrative work weeks of not less than forty (40) hours per week for full-time employees.
(1.2)
Definitions of annual leave:
(a)
Daily attendance and leave records must be maintained for employees eligible to accrue annual leave. These records to be reported to the police jury office by department heads at the end of each pay period.
(b)
Annual leave is leave with pay granted an employee for the purpose of rehabilitation, restoration and maintenance of work efficiency, or transaction of personal affairs.
(2)
Earnings of annual leave:
(2.1)
Annual leave shall be earned by each full-time employee who has a regular tour of duty.
(2.2)
The earning of such leave shall be based on the equivalent of years of full-time service and shall be creditable at the end of each calendar year in accordance with the following general schedule:
(a)
One year but less than eight (8) years, two (2) work weeks.
(b)
Eight (8) years but less than eighteen (18) years, three (3) work weeks.
(c)
Eighteen (18) years but less than twenty-eight (28) years, four (4) work weeks.
(d)
Twenty-eight (28) years or more, five (5) work weeks.
(3)
Carrying annual leave forward:
(3.1)
Earned annual leave not taken by an employee may be accumulated and carried forward into the next calendar year. Accumulated annual leave shall not exceed thirty (30) working days at any one time.
(4)
Use of annual leave:
(4.1)
Annual leave must be applied for by an employee and may be used only when approved by department head.
(4.2)
Annual leave shall not be charged for non-work days.
(4.3)
Upon separation from service payment for the accrued annual leave up to the date of separation shall be paid. The rate of pay shall be computed on the basis of the rate the employee is receiving at the time of separation.
(4.4)
Upon death annual leave accrued to employees credit shall be computed and the value thereof shall be paid to his or her heirs, except that such payment for accrued leave shall not exceed thirty (30) days. The rate of pay shall be computed on the basis of the rate the employee was receiving at the time of his or her death.
