§ 21-32. Licensing guidelines.

  • In making a determination of whether or not to issue an ambulance operator's license, the Webster Parish Communications District Board shall, among other pertinent factors, determine whether the applicant meets the following requirements:

    (1)

    The applicant has provided sufficient evidence of his ability to meet and comply with the operating requirements of this article.

    (2)

    The applicant is a fit and proper person to conduct such business, including the fitness of the officers, directors and stockholders of any corporation making such application.

    (3)

    The probable permanence and quality of the service offered by the applicant as to best serve the public interest to include among other things: Proof of financial responsibility, the establishment and maintenance of a bona fide office within Webster Parish limits from which the service is offered, the ability of the applicant to provide twenty-four-hour ambulance service, the experience that the applicant has had in rendering similar services, and the past experience of the applicant in prompt adjustment of claims and in payment of judgments, if any, arising out of the operation of such vehicles.

    (4)

    The applicant has satisfied past final judgments, if any, to claimants as a result of damage to property or personal injuries received by reason of negligent operation of ambulances.

    (5)

    The applicant has the financial ability to pay for damages to property or personal injuries resulting from the negligent operation of ambulances.

    (6)

    The vehicles proposed to be used will be inspected and licensed by the Louisiana Department of Health and Hospitals.
