§ 15-19. Utilization requirements.

  • (a)

    Public utilities are now governed by and shall continue to be governed by Webster Parish Ordinance No. 701.

    (b)

    Private utilities proposing to utilize parish roads, rights-of-way and bridges, shall be governed by requirements as set forth herein:

    (1)

    Private utilities shall be required to obtain a permit before installing any new water system, sanitary sewer system or any other buried utility system on the parish roads and rights-of-way.

    Bonding or security, satisfactory to the WPPJ in an amount commensurate with the cost of proposed project will be required before work is started.

    (2)

    Installation of service lines, alterations, or repairs to utility lines shall not require a permit, but utility shall report locations of proposed work, by telephone, to the WPPJ prior to commencing work.

    (3)

    All work shall be inspected by the WPPJ upon completion.

    (c)

    Persons other than as set forth above, proposing to utilize parish roads, rights of way and bridges shall be governed by requirements as set forth herein:

    (1)

    Permits shall be required for all access driveways to parish roads which are considered permanent by nature. All such installations shall meet the approval of WPPJ dimension, drainage and safety.

    (2)

    Persons proposing to utilize parish roads, rights of way and bridges for the harvesting of natural resources shall be governed by requirements as set forth herein:

    a.

    Persons domiciled in Webster Parish and in the three adjacent parishes shall be issued an annual permit by first registering with the WPPJ, 410 Main Street, Minden, Louisiana. Permit shall expire at the end of each calendar year. All subcontractors, haulers etc. working for, by and through the permittee may be listed on the registration and will be able to work under annual permit.

    b.

    Persons not qualifying for an annual permit, shall be required to obtain a permit for each job. More than one (1) access per job will be acceptable, provided each is approved by WPPJ.

    Bonding or security, satisfactory to the WPPJ, in an amount commensurate with size of job will be required with permit.
