§ 15-5. Obstructing roads generally.

  • (a)

    It shall be unlawful for any person, firm or corporation, to intentionally or negligently place anything on or to perform any act on any of the public highways, roads, ditches, drains or public rights-of-way in Webster Parish, Louisiana which will render movement thereon more difficult.

    (b)

    [Any] person, firm or corporation shall intentionally or negligently dump, leave or deposit any glass or metallic objects, rubbish, trash, refuse or garbage, or any similar articles or objects on any public-rights-of way, nor on the lands adjacent thereto.

    (c)

    No person shall have the right to obstruct any drainage ditches on the rights-of-way of any Webster Parish roads by placing a driveway entrance onto any said public roads without first obtaining a permit from the road superintendent or road foreman of the Webster Parish Police Jury stating the location of the proposed driveway and the size of a culvert to be used in constructing the driveway so as to insure proper drainage within all ditches located in the rights-of-way of the public roads of Webster Parish.

    (d)

    Any person, firm or corporation who violated any prevision of this section shall be guilty of a misdemeanor and upon conviction shall be fined per incident a sum of five hundred dollars ($500.00), or shall be imprisoned for a period not to exceed thirty (30) days, or both fine and imprisonment may be imposed at the discretion of the court.
