§ 20-43. By-pass from community-type sewerage system.

Outside of legally incorporated cities, towns and villages of Webster Parish, the by-pass of any raw or partially treated sewage from a community-type sewage system is prohibited, except where unavoidable to prevent loss of life, personal injury or severe property damage and where no feasible alternative to by-pass exists. The use of alternatives to by-passing such as auxiliary treatment facilities, retention of untreated wastes, elimination of wastewater production, maintenance during normal periods of equipment downtime, or installation of adequate backup equipment shall be utilized to the maximum extent feasible to avoid by-passing.
