This Police Jury, in order to encourage industrial development in Ward I of Webster
Parish, Louisiana, and to thereby promote the general and physical welfare of the
citizens and residents of Webster Parish, desires to create an industrial district
under the authority of L.R.S. 39:551.1 through L.R.S. 39:551.3, both inclusive, which
district shall be known as Ward I Industrial District, and which shall include all
the property comprising Ward I of Webster Parish, including all municipalities located
therein, namely: Minden, Dixie Inn, Sibley, Doyline, Dubberly and Heflin.
