The industrial district created hereunder shall constitute a body corporate, with
all of the rights and powers provided for, including the right to levy taxes and issue
bonds as provided for in L.R.S. 39:551.1 et seq. and L.R.S. 33:130.31 et seq.
The industrial district created hereunder shall be governed by the Webster Parish
Police Jury, pursuant to law, to meet at times and places necessary for the proper
conduct of the affairs of this district at its regular meeting place, which shall
be the Webster Parish Police Jury meeting room, Courthouse Building, Minden, Louisiana.
The governing authorities of each municipality in Ward I, Webster Parish, has evidenced
by a resolution duly and properly adopted that they desire to be included in said
industrial district.
