§ 17-40. Scope.

  • It shall be unlawful for any person, firm, or corporation with no permanent place of business in Webster Parish to engage in the practice of calling upon private residences and thereby contacting persons wither in person or by telephone in the unincorporated areas of Webster Parish, Louisiana, unless that person, firm, or corporation has obtained a license costing one hundred dollars ($100.00) from the Webster Parish Sales Tax Commission whose physical address is 1128 Homer Road, Minden, Louisiana 71055.

    This article shall apply to all itinerant and/or transient solicitors, merchants, hawkers, or vendors of merchandise and shall also apply to transient and/or itinerant solicitors for service, if said solicitors, merchants, hawkers, or vendors have not been requested or invited by the owners, occupant, or occupants of said private residence to call upon them for the purpose of soliciting orders for sale of goods, wares, merchandise, or service, and/or for the purpose of disposing of and/or peddling or hawking of same; said practice being hereby declared to be a nuisance, and nuisance being punishable as a misdemeanor.

    No person convicted of a felony, or a crime involving deceit, fraud, or dishonesty shall be eligible for a license.
