§ 16-67. Same—Appointment; election of officers.

  • Jesse B. Lowe, Mrs. E. J. Wood, Calvin Liner, Walter Lee Lowry and W. G. Milford are hereby appointed by the Webster Parish police jury who shall serve as the first commissioners of said district. The five (5) commissioners shall, at their first meeting, determine by lot their terms of office which shall be respectively, one (1), two (2), three (3), four (4) and five (5) years and they shall serve until their successors shall have been appointed and qualified. All commissioners thereafter shall be appointed for a term of five (5) years. The commissioners of said district shall meet within said waterworks district within sixty (60) days from the effective date of this [division] and elect officers as follows:

    (1)

    They shall elect from their number a president and a vice-president. The president shall preside over the meetings of the board and perform other duties usually required of presidents of corporate boards. The vice-president shall act in the absence of the president.

    (2)

    They shall elect as secretary a person assessed with property to his name or in the name of his wife to the amount of at least five hundred dollars ($500.00). The secretary shall furnish a bond in a sum equal to the amount of taxes collected in the district and the amount of funds otherwise held by or collected by him during any one (1) year. The premium on this bond shall be paid by the waterworks district. The waterworks commissioner shall fix his salary which shall not exceed three thousand dollars ($3,000.00) per annum, payable monthly. The secretary shall perform all of the duties required of him by the board of commissioners of the waterworks district. The secretary may also be treasurer.
