The development board shall have a board of directors consisting of seven (7) directors,
all of whom shall be duly qualified electors of the Parish of Webster, Louisiana,
in which all powers of the development board shall be vested. The directors shall
serve without compensation except, as provided in the Act, they shall be reimbursed
for their actual expenses incurred in the performance of their duties as directors.
No director shall be an officer or employee of the Parish of Webster, Louisiana.
